The Montgomery County Engineer’s Office requires consultants interested in supporting project development for those projects forecasted on our capital improvement program to submit a statement of qualifications (SOQ) biennially. The Montgomery County Engineer’s Office will utilize these SOQ’s to initiate requests for letters of interest for certain projects as external resources are needed to deliver projects. For projects without federal funds applied to a consultant agreement, each firm’s qualifications will be evaluated using the Ohio QBS Coalition manual, copies of which are available through the American Council of Engineering Companies website under “Ohio QBS Manual”. Occasionally, the Montgomery County Engineer’s Office will use ODOT’s website to advertise for consultant selections to comply with the consultant selection requirements contained in ODOT’s Manual of Procedures for Locally Administered Transportation Projects when federal funds will be applied to a consultant agreement. Project announcements are posted on the ODOT website under “Consultant Requests for Letters of Interest” and will remain posted until the due date.

MCEO Standard Consultant Agreement

To assist in reducing the time it takes for on-boarding a consultant, a standard Montgomery County Consultant Agreement form is available for download on this webpage.  Consultants are to review the agreement while preparing their Letter of Interest (LOI).  Any requests by the consultant for consideration of the Montgomery County Engineer and the Montgomery County Prosecutor for revisions to this standard consultant agreement are to be submitted separately from their LOI by the Request for Proposal’s posted Response Due Date. Revisions to the standard agreement language will not be considered after consultant selection.

The County’s agreement will not be used when federal funds are involved in the Preliminary Engineering (PE) or Detailed Design (DD) phases of a project.  The Ohio Department of Transportation will draft the agreement for use between the Montgomery County Engineer and consultant firm.  Please see the project’s Scope of Services for funding details.
